Overview
The City of Poplar Bluff, Missouri, is a third class city under state law and operates under an optional council-manager form of government. The City Council consists of seven elected Council members, one from each of five wards and two at-large members, each serving staggered three-year terms. Each year, members of the Council elect a mayor and mayor pro tem.
Council meetings are held on the 1st and 3rd Mondays of the month in the City Council Chambers at 301 S. 5th Street - Cedar street entrance.

Shane Cornman
Mayor and Councilman 4th WardPhone: 573-718-4022Shane Cornman filed for his first term on City Council in January of 2018 and was elected by the voters of the Fourth Ward in April of that same year. He wants to make a difference with the City's finances and find a permanent location for City Hall. Councilman Cornman was elected by his peers as Mayor Pro Tem for the 2021 - 2022 term. He was then elected Mayor by the Council in April 2023. Councilman Cornman was elected for a second term as Mayor on April 15, 2024. On April 21, 2025 Mr. Cornman was once again elected by the Council to serve as Mayor making him only the second consecutive three-term Mayor.

Lisa Armes Parson

Lisa Armes Parson was elected as Councilwoman Ward 1 in April 2019. A lifelong resident of the City of Poplar Bluff, biggest part living in Ward 1. Graduate of Poplar Bluff High School & TRC. Lisa’s aspiration for serving on the council is to see that Poplar Bluff continues to grow; more importantly getting a permanent place for our police department & city hall along with an additional fire department. Lisa has two grown children that were raised in Poplar Bluff, Lance (wife Wendy), Brittney (husband Jeff) & four grandchildren. She enjoys spending time with her family & serving at her church, the First Church of God. Lisa enjoys serving her community & proud to be a citizen of Poplar Bluff. She is open to questions & opinions for positive solutions concerning what is best for the future of our fine city. Councilwoman Parson's peers on the City Council elected her to serve as Mayor Pro Tem for the 2024 - 2025 term. Ms. Parson was once again elected by a vote of the Council to serve as Mayor Pro Tem for the 2025 - 2026 term.

David Boyer
Councilman 2nd WardPhone: 573-707-1746David Boyer was elected as Ward 2 Councilman in 2024. Mr. Boyer is a native of Poplar Bluff. He attended Sacred Heart School, Poplar Bluff High School, and graduated with an AS Degree in Forestry from Sierra College and a BS in Natural Resources Management from Cal Poly University. He was a an Airman in the US Air Force for 4 years, worked as a Forester for 28 years for the US Forest Service, and 7 years as a Park Maintenance Supervisor. Mr. Boyer has had a keen interest in the history of Poplar Bluff for many years and has volunteered for several non-profit groups and City Boards. Goals for his term as Councilman are to continue the very positive developments from current and previous Councils, complete the planning and development of a new City Hall, continue development of the Industrial Park, and encourage residential and commercial property improvements including the Downtown.

Barbara Horton
Councilwoman 3rd WardPhone: 573-707-9596Councilwoman Barbara Horton was elected to Council in April 2016 to represent the Third Ward. Barbara volunteers for Haven House and Women Aware in her spare time and says these organizations are important to her since they offer opportunities for individuals to better their lives, the lives of their families and the community. Ms. Horton attended TRCC and Arkansas State University and even though she has won awards for her writing, her biggest award/reward is when something she has written causes changes or helps an individual, family or community improve their situation in life. Barbara is available to listen to each concern a citizen has, examine the issues and find answers for those concerns.

Robert L. Smith
Councilman 5th WardPhone: 573-872-0550 or 573-718-0438Robert L. Smith was first elected to City Council in April, 2002 in the Fifth Ward. He was re-elected in 2005 and was elected by as Mayor Pro Tem by members of Council. He was re-elected two more terms through 2011, when he was elected Mayor Pro Tem for a second time. In 2014 he was defeated but was re-elected in 2017. Councilman Smith was elected by his peers as Mayor of the City of Poplar Bluff for the 2019 - 2020 and 2020 - 2021 terms. Councilman Smith worked for Operation Off-Street, and the Poplar Bluff School District. He is a certified member of Missouri Municipal League and Municipal Government Institute.

Mark Massingham
Councilman At LargePhone: 573-707-9719Mr. Massingham was elected to the City Council in April 2023. Mark was previously a member of the City Council from 1987 – 1990. Mark is a retired City employee who was hired in December, 1990 as the Finance and Personnel Director. He held that position until March, 2015 when he was promoted to Assistant City Manager. He was appointed by the City Council in July, 2015 as the City Manager.

Billy DePew
Councilman At LargePhone: 573-351-4134Billy DePew was appointed by the City Council to fill a vacancy for Councilman At Large in August 2023 and was sworn in on September 5, 2023. Councilman DePew retired from Briggs and Stratton after 29 years as an Industrial Engineering Technician. In his spare time he enjoys hunting, fishing and spending time with his family and grandchildren.
