We are located on the left side of the City Hall building at 501 Vine Street.
Court is held at the Black River Coliseum located at 301 S. 5th Street. Entry is on the Cedar Street side. Watch for signs.

W. Dean Millon
Municipal JudgeJudge W. Dean Million has been the Municipal Court Judge since he was appointed by ordinance on January 1, 2003. He also was the Municipal Prosecutor from 1992 through 2002 for the City of Poplar Bluff.

Deana Teague
Court AdministratorDeana Teague, who is the Court Administrator started her career with the City in 1995 as the Deputy Court Clerk. She is a member of the Missouri Association of Court Administrators (MACA) and has served on their board for the past 4 years and is also a member of the regional association, SEMO-MACA where she attends quarterly and annual training to be aware of legislative changes in the court and to network with other courts.

Mark Richardson
City AttorneyMark L. Richardson is a life-long resident of Southeast Missouri, and a 1970 graduate of Poplar Bluff High School. Mark earned a Bachelor of Science Degree from Southeast Missouri State University in 1974, with a major in political science and minors in history and speech. After an internship at Ball State University in Muncie, Indiana, he earned a Master of Arts in Psychology from Southeast Missouri State in 1975. Mark served as Director of Financial Aids and later as Assistant Dean of Students at Southeast Missouri State. Mark earned a Juris Doctorate from the University of Memphis in 1980, and returned home to Poplar Bluff to practice law. He served as Butler County Assistant Prosecuting attorney for eight years, and City Attorney for the city of Poplar Bluff for seven years. In 1990, he was elected to the Missouri General Assembly where he served for twelve years as a State Representative. He served two terms as the House Minority Floor Leader. In 2002, Mark was elected Presiding Circuit Judge for the 36th Judicial Circuit of Missouri. He retired from that position in 2009 and returned to private practice with the law firm of Edmundson, Richardson, Innes and Warren. Mark has been an Adjunct instructor at Three Rivers College since 2003, and Central Methodist University since 2008. He teaches a variety of courses in the areas of Government and Law. Mark returned as City Attorney in February of 2016, where he currently serves.
