Mark L. Richardson is a life-long resident of Southeast Missouri, and a 1970 graduate of Poplar Bluff High School.  Mark earned a Bachelor of Science Degree from Southeast Missouri State University in 1974, with a major in political science and minors in history and speech. After an internship at Ball State University in Muncie, Indiana, he earned a Master of Arts in Psychology from Southeast Missouri State in 1975.   Mark served as Director of Financial Aids and later as Assistant Dean of Students at Southeast Missouri State.  Mark earned a Juris Doctorate from the University of Memphis in 1980, and returned home to Poplar Bluff to practice law.  He served as Butler County Assistant Prosecuting attorney for eight years, and City Attorney for the city of Poplar Bluff for seven years. In 1990, he was elected to the Missouri General Assembly where he served for twelve years as a State Representative. He served two terms as the House Minority Floor Leader.  In 2002, Mark was elected Presiding Circuit Judge for the 36th Judicial Circuit of Missouri.  He retired from that position in 2009 and returned to private practice with the law firm of Edmundson, Richardson, Innes and Warren. Mark has been an Adjunct instructor at Three Rivers College since 2003, and Central Methodist University since 2008.  He teaches a variety of courses in the areas of Government and Law. Mark returned as City Attorney in February of 2016, where he currently serves.
